				<content:encoded><![CDATA[<p>The Obama administration is no longer investigating just mortgage lenders for allegedly discriminating against blacks and Latinos. It&#8217;s now also targeting banks making auto and student loans. The Consumer Financial Protection Bureau is investigating and preparing to sue Ally Financial Inc. and at least three other major auto lenders for allegedly overcharging minority borrowers. Also in their crosshairs: private lenders that underwrite student loans. </p>
<p>Despite the questionable methods, CFPB recently signed a memorandum of understanding with Justice to &#8220;wage an aggressive, coordinated effort&#8221; against lending bias. </p>
<p>The administration blames &#8220;unaffordable&#8221; financing for surging minority default rates on college debt. CFPB recently warned that the use of cohort default rates by lenders to &#8220;determine loan eligibility, underwriting and pricing may have a disparate impact on minority students.&#8221;</p>

				<content:encoded><![CDATA[<p>Ithaca, N.Y., home to Cornell University and Ithaca College, topped the list of college towns. The study also ranked the best college destinations among major metro areas (Boston), medium metros (San Jose, Calif.) and small metros (Ann Arbor, Mich.). Ames is the second best college town in the nation, according to a recent study by the American Institute for Economic Research. The AIER study judged cities and towns largely on economic and demographic data, like the income per capita, cost of living and number of residents with a college degree.</p>
<p>The study did, however, include factors like Arts and Leisure (the number of cultural and entertainment venues per 100,000 people) and City Accessibility (percentage of workers who commute on foot or by public transportation or bicycle.)</p>
<p>Midwest college towns in general scored well in the study. Champaign-Urbana, Ill.; Lafayette, Ind.; Lawrence, Kan.; Columbia, Mo.; and Manhattan, Kan. all made the top 15.</p>

				<content:encoded><![CDATA[<p>Hoosier lawmakers passed a pilot program initiative to grant 1,000 low income children access to a high-quality prekindergarten education. The proposal, HB 1004, which passed the Indiana House of Representatives, 93-6, and is expected to also pass the Senate by the end of April.</p>
<p>The bill initiates a preschool pilot program for 1,000 students in five counties across Indiana. The plan targets low income children who would receive a voucher to attend a state approved, high-quality preschool program.</p>
<p>Under the bill, eligible students would come from families at 185 percent of the federal poverty guidelines, which is $43,567 for a family of four according the federal Health and Human Services Department. The state budget is allocating $7 million for the pilot program. Students selected for the pilot program would receive $6,800 to attend a high-quality preschool program.</p>

				<content:encoded><![CDATA[<p>So, this month, the guys over at Fiesta Frog rolled out their 2013 ranking of the top 100 party schools in the nation! To create the list, campuses were visited, students were polled, and countless partiers were spoken to.</p>
<p>There are the mainstays on the list like Arizona State and West Virginia, who seem to be at the top of every college party ranking list, year after year. However, there are some underdogs that you might not think would be on this list. Just one day at any of the campuses on this list can be crazy! Try spending Halloween at Ohio University or going to the Mifflin Street Block Party at the University of Wisconsin-Madison on the first Saturday in May.</p>
